Help with Packet Loss

I can't seem to take the test on pingtest.net ( it always skips the packet loss test and it says it's either due to java being outdated, which it isnt, or a firewall blocking it, and i tried it with my firewall turned off) I also took a test on ICSI Netalyzr and it says that there are problems, but when i contact my isp they run a ping test and they say there is 0% packet loss out of 50 run. Is there any suggestions to fixing packet loss? or telling me how I can take the test on pingtest.net so I can find out exactly how much there is?

I just figured out how to run the test, and it actually says I have 0% packet loss. I keep stuttering in online games though, what else could be the problem?

"stuttering" in online games is usually a problem with the game itself or your hardware being insufficient to run the game at the current display settings. Slow pings or lost packets will make everything respond slower (you click and have to wait for the gun to fire, for example).

This has been happening since last thursday, my PC is more than enough to run the game. Although, my problem has stopped but I'm not sure if it will occur again.
