Help with overclocking 2.4C (won't even do 2.88 ghz)

Hi, a friend of mine has the following setup:
Abit IS7
Pentium IV 2.4C
Geil PC3500 1GB (dual kit)
Xaser III Case and Thermaltake 420W Power Supply
Thermalright SLK900U and Panaflo 92mm
Maxtor 160GB Hard Drive
Western Digital 10GB Hard Drive
LG CD-RW
Samsung DVD

He cannot reach 2.88 Ghz with this setup. Do you guys have any suggestions on what he could do? Prime95 would give errors within 10 minutes.

Things we tried:
-vCore up to 1.625
-memory ratio 3:2 (memory is underclocked)
-memory timings : 2.5/3/3/7
-GAT : auto/normal/11 clks/disabled/disabled (safest possible? also tried all auto)
-tested with single stick of memory

Temperatures are fine (~50 under load at default)

What strap setting are you using ? I use psb800.
Also do you have the agp/pci locked at 66/33 ?

You can only get 3:2 with psb800 as far as I know. Has he memtest-86'ed the memory to see if the issue is memory or northbridge? He might see if the northbridge is on correctly (been having trouble with those pins that hold the northbridge on).

Power supply is a place to look too....

I hate thermaltake products and I too say possibly the power supply. How does the 12v and vcore hold when loading in prime95??? Watch for low 11.5's or less and extreme swings in vcore of +.07v or something as signs the rails are dropping...

MOst 3.0ghz+ overclocks on the lower 2.4 chips whether it be B or C chips are usually with guys running a minimum of 480watt power supplies. t often has to due with the amount of amps on the 12v rail and many of the top of the line power supplies are giving 20+to 25+amps on the 12v line. Check specs on power supply...
