OS should be Windows Pro
If you run Enterprise and there are tweaks, anything non-standard may be problematic

Tech support may not help you if your hardware is not on the certified list

Skip the $500 CPU and get a $300 i7, hyper threading will still kick in
You don't desperately need liquid cooling on an Intel CPU, the graphics card is going to kick on high gear anyway if you're simulating the project in real time, nothing will be quite with a GPU fan, so invest the saved money on getting 64GB of RAM
water cooled is still great though, but nothing wrong with air

you don't need to spend $300 on a motherboard, use the extra cash on the graphics card

get NVME only
Samsung NVME SSD
And do the Intel 660p 1tb for $110 for backup NVME
for HDD; get a 4TB

PSU
change the PSU to something much higher wattage

any graphics card can run it, but certain features may be limited if you're not running workstation certified graphics
and when it comes to troubleshooting, imagine losing several hours of troubleshooting versus seven minutes from the dedicated team for running the correct graphics

for these types of builds, max out the CPU (not ultra extreme), RAM and workstation graphics card, bypass all the extra bells and whistles fancy parts if you're on a budget, and get higher than avg quality PSU wattage (or risk the computer freezing when it needs to pull in extra juice)

Does the rendering app you plan on using use the cpu or the gpu? Answer that and pick your parts.
