Help with new pc build

Hey guys so I just finished my new gaming pc build but I don't have any graphics. Everything else is working just fine. I've tried everything to switching pci-e cables for the power. I do have a 700w power supply. But when I try to start up my computer everything turns on and my graphics card (evga GeForce gtx 960 sc) the fan like twitches and will maybe do a full 360 but other than that it just twitches. Any ideas guys?

I'm assuming the 8-pin PCIE power connector is good to go and connected to the card. Also that the power connector on the graphics card itself does not have damaged pins/connectors.

I will also assume your power supply is good to go.

I assume you have reseated the card itself and inspected that it fully enters the slot. A bright flashlight helps me to be sure.

I will also assume you have a compatible CPU (you do not specify). For example, this motherboard will not support 230W FX processors like the 9590 or 9370.

Do you happen to have an old or cheap or borrowed graphics card you could test with? I ask this because that particular MSI Motherboard has been know to have some problems and this would be the best way to be sure if it is a graphics card issue.

Another solution would be to install the card in another computer. You may also wish to assemble the bare basics of your rig on a wooden table (outside of the case) to remove any electrical grounding issues.

This is all just a shell game to pin down which component is giving you the issue, as I'm sure you are aware.
