Help with new monitor

I just bought a new Viewsonic PF790 and I"m running a Radeon 64. I"m having trouble wih horizontal lines. They are heaving in the middle of the screen and no way to adjust it out. Bad monitor or possibly Video card ???? Any help would be appreciated.
