What brand and model of power supply is it? Quality can make or break 'em, no matter what wattage rating they have. Also, ensure that your
ATX12V cable is plugged in and that the board is mounted on
standoffs, and if you have any non-essential case wiring plugged in (such as USB wiring), unplug that as a fact-finding step.
Also, more info on your full system specs could help get at the problem. Is the P4 3.0 a Prescott model, or a Northwood, by the way? Prescott would be called 3.0E and have 1MB of L2 cache, Northwood would be a 3.0C and have 512kb of L2 cache. Some 875PBZ boards cannot run a Prescott 3.0, while some can (but only with the recent BIOS installed). If you have a Northwood, that's definitely preferable
