Help with moire-like, falling rain pattern on LCD-analog

I just purchased a second Dell 18" LCD and hooked it up as my #2 dual monitor using the analog outlet of my Ti4400 (VisionTek) and nView. Driver is installed, native resolution. However, there is a distinct moire-like, falling rain pattern visible, rather like rain on the screen in the background for a few seconds after opening any new window on the display. Otherwise the display is fine. I changed the video cable; that did not fix it. I used autoconfigure; that did not fix it. I switched the analog cable over to my #1 monitor that I had been running with DVI and sure enough the moire pattern is on that monitor also. So, it is NOT the monitor; it is the analog output of the card. I reloaded nVidia drivers, made the new monitor my primary, analog monitor, all alone on the card and the streaking, background pattern is still there, just like a moire pattern (which of course is not possible on an LCD). My next step will be to try a second LCD on this card. But, while I am doing that, please let me know if you have ever seen this problem before.

Is this a poor signal coming from my analog outlet from my Ti4400. The digital signal is perfect. Thank you in advance.

I moved the new monitor to a different machine and under analog the picture is clear with not background "noise". This is therefore my video card or my computer or both. So dual DVI (Asus Ti4200) or perhaps even ATI RV350 here I come.
