Help with making a PhotoCD for a wedding

Hi all, I need help. My sister-in-law is getting married next month and my mother-in-law asked for my help with something. She sent me a bunch of photos that she'd like placed on a CD that is readable on ANY CD or DVD-ROM player. Not in a computer necessarily but maybe in someone's entertainment system deck. She envisions putting the CD in and having the pictures cycle endlessly, like a slideshow.

Is this possible using common windows tools? I say windows as I don't have access to a Mac. Thanks for any help.
