Help with Lag problems while suring the web!

Okay guys, this is the problem I am facing. From time to time, I get a lag while I'm surfing the web or doing any desktop work. For Example, I am surfing the web, and then I try to close the window by pressing the "X" but it doesn't close. Meanwhile I can move my mouse, therefore I move the mouse to the start button and click; nothing. I move away and click away. Seconds later, windows plays this catch up game where everything I did while the period it was "frozen" is caught up.

I know this is not a windows problem because I have installed 2 different kinds of windows XP on my PC, yet I still have the same problem.

This does not occur in any games that I play such as WC3.

My Rig The P4 1800 is the one I'm having the problems with.

HDD is set as Master
Burner is set as Slave
DVD is set as Master

I am thinking this is either a CPU or Memory problem, any tips advice would be greatly appreciated.
 
Doesn't sound like a CPU or memory problem, but something else more likely to do with the installation and operation of XP. This may include a motherboard configuration issue or disparity between OS and some sort of hardware or an incompatibility issue. If the CPU or memory was faulty, you would have issues much different, like memory exception errors, blue or black dump screens, hardware fault stops/freezes, etc.

You may have misbehaving ACPI devices and programming or you may have other incorrectly configured motherboard resources and/or cards, programs (like active anti-virus scanning or filtering for web browsing), unnecessary windows services, or even other poor or faulty equipment like mouse/keyboard or mouse/keyboard controller/ports.
