help with inexpensive htpc build

Thanks in advance - trying to replace a asus DAV center (athlon 3800+ nvidea 6150 le built in mobo) with a new htpc - so far Dish network HD satellite signal has been very choppy even though they said it was built for HD. I don't know if the cpu or the gpu is the reason - so I am selling that thing and building a inexpensive HTPC that will do dish satellite HD with no trouble ( I think 1080P) . . . I picked out a mobo already . . .
Intel DG33TL mother board . . . advice me on the cpu I should pick C2D ort C2Q . . also advice me on GPU - I am interested in value per dollar not the best - as long as it is sufficient for my purpose - no gaming . .
also . . my theater takes HDMI . . I would prefer HDMI out for the gpu, or I can simply get a DVI to HDMI converter . . . I use SPDIF for sound . .
