This is probably going to sound filpant, but I don't mean it to be. If you really don't know the answer to the question, you might want to consider one of the 'all in one' ftp packages that are out there that have their own user management built in. With IIS you need to create real user accounts on your machine (or in your domain), there is a degree of risk associated with that approach if you do not understand the ramifications.
