I need some help with this -- I checked online tutorials etc...and I can't find the answer. I just started playing this and for some reason I can't upgrade cars or buy upgrades -- just says "unavailable" or the option to "tune" the car is grayed out.

What I am a missing?...like I said I just started so maybe these options open up later in the game? ...not sure.

Thanks in advance for any help/insight.
