Help with gaming pc upgrade pls

Hey my current pc is an i7 4790 @ 3,6 , r9 290 sapphire toxic , asus hero viii z170 mobo , 8 gb dd3 @1600mhz.

I have games like witcher 3 , fallout 4 with hd pack and mass effect andromeda among others , than i own but didnt played because i get very low fps in ultra and mediocre fps in high settings.

The i7 holds allright but gpu and ram doesnt. now im thinking of 3 options - note where i live prices are very expensive compare to us or uk. (Greece.)

1) buy an rx 480 @ 8gb + 16gb ram @ 2666mhz , update next summer with the upcoming zen2 - cannonlake and volta - vega . This will cost me here around 500 dollars.

2) buy an asus strix gtx 1070 + 16 gb ram @3200mhz , upgrade after 1,5-2 years. This will cost me around 700 dollars.

3) Wait till august , a friend of mine will come form california and can bring me an r7 1700x or r5 1600x , a gtx 1080ti and 32gb ram then ill buy the rest of parts from here and have my self a 2k pc for the winter.

could use some opinions , thanks

This does not compute.

At any rate, dont do option #1. You want the GTX1070 now or better yet wait for option #3.
 
Also by summer you will have more options, hopefully Vega will bring down the overall cost of the GPUs in general.
