HELP! With EPOX 8k7a+

Ok I seriously need some help...while I have built many systems before, for whatever reason this mobo is frustrating me.

When I try to boot up it never kicks in my AGP video and I get a blank screen with a few different error codes seemingly random.

I have set the mobo to 266 switch, default ddr voltage, default CPU voltage

I am using EPOX 8k7A+, 2 x 256 MB Mushkin DDR PC2100 memory, AMD 1.4 Ghz

when I boot, trying different variations of either setting the CPU switch to auto or 10.5(what I believe is correct multiplier) I get these codes

0C, 1C, 00

I have tried two different AGP cards and tried alternating just putting DDR 1 in the first memory slot then trying it all with DDR 2. As far as I know I have the connectors from the case to the mobo right...maybe I am wrong. Black equals ground right? Colored connectors line up to the '1's generally from reading the manual.

I am just frustrated and need to know if my CPU is bad or if the mobo is bad or whats going on....ordered from Newegg.com btw.
