Help with dial up connection

I am running windows xp and have a dial up connection. Once I close the dial up connection and reopen it, I am screwed. I have to reboot my computer each time I want to get on the internet. I connect to the isp just fine. But once I am connected (before rebooting) I can get email or get a web page to load. I have to reboot then it works fine. My isp (small town) told me to defrag my hard drive and all would be well. Just to humor them I did that and still have the same problem. Can anyone throw me a bone here?

I doubt I'll be able to help you personally, but it would be a good idea to post your system particulars--motherboard, CPU, modem, version of XP (home or pro), and when this problem started. Did it happen after you added or removed hardware or a program? Also, any error messages displayed would be helpful. This is just a WAG, but I'm guessing that something is going on with the modem where it's not "releasing" its resources back to the OS when your done with your net connection.
