Help with data recovery. Hard drive won't boot into windows

My hard drive won't boot into windows. When the PC is turned on, it just continuously restarts and asks if I want to use safe mode (which also does nothing, just resarts again).

I removed the questionable hard drive, replaced it with a new one and windows installed and booted up fine.

How would you recommend recovering data from a the previously working drive that was loaded with OS and data that:
1. recently wouldn't boot into windows
2. data cannot be read from another PC. Says 0 data and disk needs to be formatted.
3. chkdsk runs in about 1/2 second and subsequently does nothing
4. defrag does not detect the drive.

The allocation table on the hdd is probably corrupted. Connect it as a slave hdd and then using the recovery console type fixmbr. Or under disk management (I think) right click on the hdd and then choose fix mbr. If not download a hdd utility from the hdd maker to re-construct the mbr.
