Help with CPU fan control on GA-965P-S3

I just got a new HSF for my E6400, and I'm trying to throttle down the CPU fan when the system is idling since it's kind of loud and whiny.

The fan is a Panaflo H1A BX plugged into a molex for power along with the 3-pin connector (with only one wire) connected to the CPU_FAN plug on the mobo. I'm trying to use speedfan to throttle it down, but I'm not having any luck, it's running at 100% (~3000 rpm) no matter what I do.
I changed the fan control method in the BIOS to voltage (as opposed the previous auto setting), and Speedfan sees the fan but won't let me control it. I followed all the instructions and tutorials I could find on configuring Speedfan, but it still does nothing when I lower the speed below 100%. There has to be something I'm missing. Is there anyone with this motherboard who has successfully used speedfan to control their CPU fan?

if you have the fan connected to a molex plug for main power and the one wire to the MB connector for speed sensing you will not be able to adjust the speed with speedfan. You need to have it fully connected to the MB header with 3/4 wires not a molex to the PSU.
The best you can do is get a voltage reducing lead and put that in line with the molex connectors to slow the fan.

Bleh, I suspected that, thanks. I'll probably just swap it out for a quieter 120mm.
