I just converted an avi file to MPEG2 with Nero 7.x not to long ago. I don't recall what codec the avi used though. What problems did you have with Nero 7.x ?
It worked fine on my homepc for several months and then started giving me error when I tried to open the program. It's been so long that I can't remeber what they were though. I had to get something done so I just uninstalled 7 and reinstalled 6. Everything worked fine so I never bothered researching to see what was happening.
I just need to do this on a different pc and all I have is nero 6.
For converting AVI -> DVD there's several approaches you can use. Personally I use a combination of DIKO and DVDlab for all my conversion / DVD Authoring needs.
