Help With ATI Radeon 9800 Installation

I just upgraded my machine and have built/added everything besides the video card. Whenever I boot up my machine with the 9800 installed it doesn't boot correctly. Everything shows up scrambled random colors everywhere (reminds me of my old nintendo, when you would have to blow in the games). Anyway I obviously want to get this card up and running so any advice would be great.

My Specs Are:
Asus A8V Deluxe MBoard
AMD 3200+
Windows XP
120GB SATA HD
Antec 450 Watt PS

It sounds like the card might be fubar. Make sure the fan is spinning and the heat sink is correctly attached. It might also be a good idea to take a clean pencil eraser to the contacts on the card as well.
