What happens when you disconnect one or both drives. If the same thing happens, your problem is not related to the drives.
The most likely problems are:
1. Something else is not connected correctly. Power down, and unplug and reseat your RAM, video card and any other plug in card, and try again.
2. Your RAM or a plug in card could be defective. Remove all plug in cards other than your vid card and all but one stick of RAM, and try again. If that doesn't fix it, try a different vid card and other sticks of RAM.
3. If the problem persists, you may have a short between the motherboard and the case. If so, remove all plug in cards, remove the screws holding the motherboard, and slide an insulator, such as a piece of cardboard or plastic under the motherboard.
Then, without screwing it in, CAREFULLY place it back in the case with the insulating sheet under it, plug in your vid card and one stick of RAM, CAREFULLY arrange things so nothing is shorting, and try again. Be prepared to turn it off quickly in case you weren't careful enough about keeping things from shorting.
If it works, you'll have to be careful when you reassemble it to be sure it isn't shorted. The most likely cause would be that the screw holes weren't precisely alligned with the case, and the supporting metal shorted to a trace or solder pad near the screw hole.
