Help with an old 486 and its CD driver

I've got an old 486, Compaq Presario 924 CDS, it has 16 MB RAM and about 500 MB hard disk space. It originally came with Win3.1, but i wanted to put Win95 on it. I only have the Win95 USB support disk, not the Win95 upgrade disk, so i decided to format my C:\ drive (because only the Win95 Upgrade will load over a pre-existing Windows OS). I have all the backup software on floppy from Compaq. So far I've loaded the CD driver, DOS 6.1 and another disk of compaq DOS support software. The problem is the computer still doesn't recognize the CD as a device driver. Any tips?

try this go to a working computer running win98 and create a boot disk and try that it should catch the cdrom drive and just boot off of that and then install win95
