Help with a movie quote.....

My supervisor at work has this game that includes him putting a movie quote up and us trying to guess the movie that it is from. I am usually not bad at it but the one he has up now is completly stumping me. The quote is "Embargo on"
The only clue I have gotten out of him is that it is from a movie that came out in the 80's. Does anyone have any idea. Thanks

That quote was spoken by Master-Blaster, he was proving to Max how much power he had over that city. "Embargo-on" was his way of saying he turned off the power to the city...
