Help with a CRAZY sound problem

I'm running Win2K with a Turtle Beach Santa Cruz sound card and Klipsch 2.1's. Everything has run flawlessly for months. Today, I tried to play a MP3 and the sound seems to be very muted. I restarted the system, checked the master volume and am still getting the same problem. Usually, if I turn the volume up more than 1/4 way on the speaker, it will blow me out, but now I can turn it full blast and it isn't even loud.

The weird thing is, I didn't make any changes. What could be the problem?
 
I ran into this recently. My "Wave" volume was getting lowered by another program (Winamp I think). Even though the play volume on the speaker system task icon was full up, double clicking on that speaker icon revealed that the wave volume was lower than expected.
