I need help figuring out what is wrong with my setup. The power button can turn the system on and everything will run perfectly, but when I try to turn the system off in Windows XP, it won't completely shut off. The lights, fans, and drives will stay on and the monitor seems like it is on standby mode. The same thing will happen if I try to do a manual power off with the power button.
 
Check the power management settings in the bios, and disable everything. If that doesn't work, then a format and reinstall of windows should work.
 
I agree with oldie, try the bios settings.

on a separate issue, I'm using that mobo and had S3 sleep mode enabled. But waking from it caused my pc to really drag. So I had to reboot always.
