Help with 5900 Ultra

I have a Geforce FX 5900 Ultra 256MB. I also have a AMD Athlon 2.0 processor and 512 MB of DDR 2100 RAM. I have been playing UT 2003 and Splinter Cell and they don't run well when I have all the settings as high as they can go. Even when I lower the settings the games still start jumping around and going kinda slow. My monitor is kinda old too. What can be the problem? Help!
