help, wintv go, audio ringing/tone

just got a wintv go. problem is that when i watch tv through the tuner, there's a constant rining/tone that i can hear, which also gets recorded in captures. when i use vcr (audio and video cables going through wintv card) and record through that, the audio is clean. anyone know what the problem is and how to fix?

the line out of wintv go, is connected to line in of sound card using cable that shipped with card

latest drivers off hauppage site.

installed on winxp pro, athlon xp 1500+, 256 ram, radeon video card, yamaha sound card

 
Is it a really high frequency? I hear that on any TV broadcast here anyway- at first I had thought it was a product of the CRT itself in the TV, but then I got a TV tuner, a Phoebemicro TVMaster, and it also had that high-pitched sound. I wonder if the VCR is accidentally 'filtering' it out because of less-than top of the line audio hardware?
I don't know what the tone is though, what causes it, or how to get rid of it. That might take a cable TV expert, if this sound is what I'm thinking it is.
