HELP!!! - Windows won't start up Properly

Hi, my brothers computer, running dual boot (XP and 2K) will not start up properly. When going into XP and 2K, it hangs at the windows screen before logon. However, if he boots into safe mode and restart it works. He has performed a virus scan. Anyone have any ideas as to the source of this problem and a possible solution. Thanks.
 
I would boot into safe mode then I would remove all unnecesary programs from the startup and try it from there.
