Help windows wont restart!

It gets stuck at the loading screen that says. "windows is starting up"

And when i try and reformat it says Error code 7. I'm missing some type of file...........

It happened when i had to reset my pc while SP2 was installing. =\
 
When you try to reformat how? If you boot with the XP installer and use that to delete the OS partition then create and format a new one (the proper way to do it) should be no problem.

Reformating is a last resort. Did you try booting into safe mode?

Usually for a failed or interupted SP2 install you have to rset the registry manually and then use system restore. Instructions here: http://support.microsoft.com/kb/307545

This is rather tedious but made MUCH easier by using a BartPE boot CD.
