I just setup my friends PC on a smaller monitor and it apparnetly can't handle whatever resolution the PC is set to use. I booted into safemode but I don't know how to change the windows resolution for when its not in safe mode. I tried changing it there but it didn't do anything. How do you change this?

You could change the video card to standard vga. That should boot up in 16 color, and you could reinstall the video card from there.

Actually changing the monitor type in windows should fix it also.

Start in Safe Mode and simply go through the motions of setting the resolution to 800 x 600, then reboot.

That's what I thought, but he said he changed the resolution in safe mode.
Maybe he needs to change the refresh rate also.

I don't believe that works, at least not in XP

Uninstalling video card driver in safe mode is a good idea

In 9x its easiest to uninstall the video card driver in safe mode. It will reinstall in normal mode and default to a lower resolution.

In WinXP, you can hit "Enable VGA Mode" from the startup options (by pressing F8). It will bootup with a low resolution and allow you to make your changes.
