HELP: Windows 98 and System Resources issue

I installed Windows 98 on my sisters Soni VAIO Pentium 166 computer with 40 MB of memory. Everything seemed to be OK until I installed AOL 6.0 for them (I tried to get them to buy a cable modem). Now, whenever they open up AOL and try to dial out, they get an error that there are not enough system resources to open the I/O port. When you go check the modem, it gives the same message when you try the "more info" under diagnostics and the modem is obviously not working. It says it is a DSVD 28.8 modem. The strange thing to me is that in teh System Manager, there is a Heading for 28.8 DSVD Modem which you expand to see the modem and also a heading for Modems which lists the modem again -- It does that every time you install it. It said something about installing a PCI something (not device) when the modem was installed which made no sense to me. What does that mean ? It does not say insufficient memory -- is it the same thing (I did not think so but have no idea)? If you go to the system manager and dfelete the modem and reboot, it reinstalls the modem and it works a few times and then teh same message pops up. Any help would be appreciated. Thank you.
