help! Win2k refuses to mount CDs

I've just built my computer and I'm having trouble with my CD drives. If I boot the computer with a CD in either of the drives, it works fine. If I take that CD out and put in another, Win2k does not even acknowledge that the new CD exists. If boot without a CD in a drive, again, Win2k does not acknowledge the CDs existence and won't mount it. It just tells me to insert a CD.

System info below. Win2k tells me that both drives are functioning properly. The DVD drive is carried over from my last system and always worked fine on the old system. The CDRW has worked fine while writing CDs. Both work fine when I can get them Win2k find the CD, so I don't think its a hardware issue. Interestingly enough, The Plextor CD player software that came with my CD-RW will find and play an audio CD, even when Win2k cannot find the CD. If try to use wither the CD Player in Win2k or the CD player that came with the ATI Multimedia Console, they both crap out and generate errors before even opening.

Ive tried removing and reinstalling the drives -- no effect. I've tried runing them in both PIO and DMA mode - no effect. Both manufacturers say that Win2k has all the drivers necessary to run them as CD-ROM drives, so I don't think it is a driver issue. I think this is an OS issue. might thsi be so?
I'm new to Win2k, so I have no idea what this could be or how to solve it. Please help!
