HELP, Whats causing strange video issues?

A system I built for my parents(my previous hardware) a while ago is now displaying intermittant video issues. The screen will suddenly display all lines of various colors. It won't do it until booted into winxp. The system is a 1330 AMD T-Bird on an Iwill mobo with 512MB of crucial PC133, GeForce2 32mb, 300w PSU which is kinda old, old ibm 9 GB HD.

Heres what I've done which has not worked:
1. switched monitors
2. pulled out the AGP vid card and put in a PCI vid card
3. pulled out the memory 1 stick at a time
4. used different keyboard and mouse(which I knew would do nothing)

My thoughts are PSU or HD, and I'm leaning towards HD, b/c it is slow as hell. This system was a lot faster when it was mine with my WD 40GB HD. I'm just not sure if these symptoms would come from the HD.

Thoughts and insight would be greatly appreciated.
 
Haven't tried mobo yet, mainly b/c I don't have an extra one to swap out.

its not xp, b/c this system has been runnin fine for about 8 months.
