Help w/ Shocks

I have a GMC C1500 Suburban 1993 4wd.

I replaced the shocks on the front with out much problem, then went for the rear. The rear shock is attached to the frame via two bolts. The bolts are not actually screwed to the frame, but to a clasp that snaps over the frame. The first bolt i was able to back out fine, the 2nd bolt i ran in to problems.

The clasp that the bolt is bolted to broke and now the bolt spins freely. Since the clasp is still threaded on the bolt i can't pull it through. I can touch the bolt from the other side, but can not see it very. I've tried to snap on a pair of vice grip pliers, but the angle is so bad, it falls off very easily.

This is located about 4 inches from the gas tank, so i am hesitant to use a power tool to cut the bolt. It maybe safe to cut with a dremal, but that will be a last resort.

Does anyone have any suggestions on how to approach this? Does anyone know what that official name of the clasp so i can order a new one?

Any advice would be appreciated.
