HELP W/ EXTERNAL SATA DRIVE

I purchased a 250GB SATA Maxtor DiamondMax Plus 9 and a generic external USB SATA enclosure. My motherboard is PATA only.

When I connect it to my PC, it detects a USB device under "Disk drives" in the Device Manager. However, the drive is not accessible in My Computer.

It appears that I probably have to format the drive...Am I correct? If so, how is that done?

Please help!
 
Probably not partitioned either.

Control Panel >> Administrative Tools >> Computer Management >> Disk Management

Locate the external hard drive on the lower half of the screen, and it'll have a box that says "unallocated space" or something similar. Right click and I believe the option is "new partition"
 
another way to access the same options is right click on my computer, select manage, and then click on dish management in the left-hand menu.
