Help! video editing gurus

i'm attempting to transfer some 8mm video tapes via analog to my pc, and i'm looking to get a capture card... i'd like to keep it as cheap as possible, and I was checking this one out: CARDEXpert GeForce2 TwinView/VIVO Golden Sample (click here) (GeForce2 MX-400) , at this sitecapture card

any help would be much appreciated!!!!!!! do it as my birthday present!
 
Everyone always recommends ATi products for video capture. I'm satisfied with my Radeon 64 VIVO for capturing video from my Hi8 camcorder and editing and outputting to a VHS. Not anything professional but works good. I can't personally compared it to Nvidias offerings because I've never used those. If you just want a capture card, I think the ATi Tv Wonder would suit your needs but one of their all-in-one cards will have a lot more features if you need more than just capturing.
