Help! Vidcard or monitor prob?

Got a t-bird 800 system recently-
Vid card is inno3d Tornado Geforce 2 MX. Monitor is IBM P72.
I O/Ced the card to 195/207, CPU is not O/C (@800). I have frozen up after playing UT online for a while. (for some reason doesnt do when not online). the other day it froze again, after reboot I noticed the bottom third of screen was blurry (vertical/horiz alignment off). I tried playing with card settings, pulling out- putting back in card, reconnecting monitor...nothing works.

Q: (i know i can test by swapping cards/monitors etc, but...)
Has anyone heard of this before? Is it monitor or card? (card doesnt smell burnt 🙂 )

It must be a cooling problem. I get that sometimes whenever my heatsink loses contact with my graphics card gpu. Everything freezes but my mouse oddly is still movable.
 
the freezing up may be an overheating issue (how ironic)- but maybe i wasnt clear: my screen is still f**ked up! -alignment is way off, and i cant seem to correct it.

any other thoughts??? -tried degauss too...

It's a video card problem.

I'm not absolutely positive what the blur at the bottom is, but it's probably from the scan rates of the video card and monitor not matching one another.

i have tried default speeds on the vid card. haven;t had time to swap out the card with another one yet. i guess i will have to wait til i do that to know for sure.
i guess i was just wondering if anyone else had experienced this or had similar probs with o/c card- i think it would be highly unlikely that i fried my card- it has heatsink and fan- and wouldnt i get blue screen of death a few times beforehand? well- we shall see...
 
FYI-
Just throwing this out in case anyone else had the same prob...
It was the MONITOR... unusual with IBMs, but guess happens to the best of them. At least under warrantee, so free replacement- good customer service.
