Help! Very Unstable Upload Speed

recently, my upload speed is very unstable, ive did a test at many speedtest sites. the result is abnormal, 18K...30K....77K....22K....98K...45K....but my normal speed should be 200K+. ive contact the isp, they said the connection is ok.
so, whats the problem?
 
Speed tests sites aren't always reliable. At different times of the day you will get different speeds. The location of the site also matters.
 
i know. but i dont have this problem before, and the upload speed is very unstable on p2p/ftp too....
sometimes 5k....30k....20k....42k....etc.
 
your tcpip stack may be corupted i woul uninstall and reinstall the nic that with a fresh install of the latest drivers may do it
