HELP! Upload slows my download to a crawl!

I'm sure this has been asked in the past before but here's my problem anyway: I'm currently using adsl with Verizon as my isp. When I upload something over the internet and download something at the sametime, the download speed slows to a crawl like to 1/3 of it's speed or sometimes even less. After searching through the net for this, one of the more plausible explaination was that during download "acknowledgement" packets are sent back to the uploading server. If my upload stream becomes saturated then the download ends up waiting for the upload to clear up first before it can continue, thus creating the delay and slowness I see.

I have tried to find some way to resolve this and after looking through for a while I thought perhaps QoS packet scheduler might be able to help me shape my traffic in such a way that when I'm downloading and uploading at the sametime, some upload throughput will always be reserved so that an acknowledgement packet can always get through without much waiting. But so far, I haven't been able to make heads or tails of this after looking through varies sites including www.microsoft.com, which doesn't really make one bit of sense to me. I'm not even sure whether this is the right tool to use in doing what I intend.
