Have you got a bad Win98 CD ??....
How about running SFC .... system file check......should find bad files and prompt u to update....
............
next run memtest86 to test memory chips...may be writing garbage to hard drive
.........
next run some program of your choice to test integrity of hard drive.....scandisk is OK
.........
next check BIOS...try default settings......
........
etc, etc, etc
Good Luck

If you did an install and there were "lots of missing files" you should reinstall. If you can get into windows then try copying the cd to a folder on the hard drive and installing from there. Copy the cd>reboot to dos>rename program files and windows directorys>run windows setup from the hard drive.
