Help the newb overclock

Alright, I've seen many posts so far about overclocking.. and from what I read it sounds quite easy. At least with the parts that are coming in the mail to me.

I have coming:
8RDA+
2100 Tbred B
Corsair 512MB Pc3200 w/ heat spread
Volcano 7+ hs/fan
Radeon 9700 Pro
Arctic Silver 3

I have a Kingwin 436BK-WM Case.. I paid $150 for it, and it has like 1451451 fans on it. Very nice case.
I also have a 430W Antec Power Supply.

Ok, my first question is, before I EVER start the computer, can I just flip the FSB jumper to 166 and bam, thats it? 13x166=2.17GHz just like that without changing anything in the bios? I realize that I will have to make sure the AGP and PCI slots are locked, or at the proper divider, etc.. and that the memory bus is at the proper setting.. but as far as the CPU goes, will the computer POST and boot up assuming it's cooled properly? If it doesn't boot up, what should I do (after I reset cmos of course)? I mean.. theres no other tricks than what I just mentioned?

I don't know of a motherboard that still uses jumpers to set those things. All in the past 3 years or so that I've seen use BIOS settings to adjust the multiplier and FSB.
