HELP: speedstepping

Hello,
I just got my IBM notebook. It has a PIII 850 cpu. When I open the program->accessories->system tools->system information, It says the processor is "x86 family 6 model 8 stepping 10 GenuineIntel ~ 700MHz!
I called the IBM support and the csr told me to disable speed stepping, after that system information and pc doctor still report 700Mhz!

Is there anything wrong with the programs or How can I get my notebook run at 850mhz?

I would guess that this isn't "Highly Technical" enough for this forum and is probably better addressed in General Hardware, but we will see what the mods decide to do.
