Help, slow college network question.

Hey guys,

This is the problem that I am having. My college network is ridiculously slow when surfing the net and trying to download stuff. However, when running something like scour or napster, I can reach download speeds of up to 2000k (kilobytes) sometimes, most of the time it sits somewhere around 250-300k. However, if I want to get a demo or something off the net, the transfer begins at around 30k and eventually winds down to around 5k, resembling modem speeds. I would understand if it was slow all around, but if I can reach good speeds on scour why can't I have decent downloads off the net? Is there any way to speed up my net access or am I stuck?
 
Sounds like a congested internet link at your university. When you so scour and napster, are you connecting to hosts on your university's network?

If it's the Internet link, there's not much you can do except complain.
