Help Setting Up a Corporate Proxy Solution

I wonder if anyone can help me with an issue I've been having.

We are trying to implement a new proxy solution. The hardware are two Bluecoat SG510's. I'm stuck at the web content filter point. The proxy itself is on the network, pushes traffic properly back and forth, etc.

Now, I need to be able to block normal users from some sites, allow other users to media sites, and be even more restrictive with another group.

I created 2 groups in AD (video group and restricted security groups). Right now, the Visual Policty Manager is setup in 4 different layers (Web Access, SSL Access, NTLM_Authentication, and Web Content in that order).

The filtering starts by denying all content, and then authenticated users get allowed afterwards. I have under that the video groups and restricted groups a different destination group of content filtering setup already and set accordingly (at least I believe).

But I still cannot properly filter traffic for each of these groups. I have tried placing myself in the two groups and still cannot get proper access or restrictions through this method.

Does anyone have any experience with this and can throw me a few pointers?
