help running laptop smooth

I have toshiba laptop with integraded intel graphic card(yes it sucks) also with pentium m.
When i play my games(I only play old games like cs, w3, lineage2)
frame rate drops to like 10fps then goes up to smooth 60 fps. I'm guessing its due to memory graphic card is using. Its suppose to use up to 128mb and i can not change it.
Is it possible to use full shared memory for my graphic card.
it runs 10fps for 5 min and then 60fps for 5min samething over and over again.
are there program that helps to use integraded graphic card fully?
 
No, I don't think that it's the graphic memory. It sounds like you are running out of main memory and Windows starts swapping virtual memory pages.
