Help restore xp bad wpa.dbl file

I am in a continuous loop after a power surge upon restoring xp I can boot to safe mode but cannot reactivate windows xp in safe mode yet when I attempt to boot into regular mode it says do you want to activate windows when I say yes it reboots . I do not have wpa.bak on the system


If I use a wpa.dbl file from an exact duplicate computer will this help me activate I am freaking I have so much business stuff on this hard drive I will be lost if i reformat help pleae thanks Chas
