Help Request: Wireless Card Not Connecting

A coworker has an IBM Thinkpad T70 (I think that's the model), running XP Pro. It uses a 3COM PCMCIA wireless card. It connects to a brand new Netgear WAP (don't know the model off-hand).

Problem:
The wireless card almost always shows full signal strength but won't connect to the internet or the network. All other computers nearby (within 15feet) have no problems.
I usually end up refreshing the IP a couple times and it works. Then a day or two later I get a call that the problem is back.

Does anyone have any ideas? I have swapped the wireless card out for another and it has the same problems. Any suggestions would be much appreciated. Thanks!

Are you using the wireless client utility or windows built in zero config wireless? What you're describing happens when both are active and they "fight" over each other. So pick one and completely disable the other.
