This may be before your time for some of you guys, but here goes:
It was in the arcade and ported to the Sega Genesis. It was a bout this one character, I keep thinking it was a spy. It was a side scroller, whereby he was only outfitted with a gun, and the levels contained to floors. He would jump up and down over the railing. The game was incredibly hair-triggered - the whole point was the fast draw of the character against the hooded guys that would come at him.
He would have to walk into room (though you onyl saw him enter a door) to load up on bullets, and then come right back out.
