Help, regarding contact to FBI and paypal policies

Sorry for posting in here guys, but I figured people in here know more about this stuff than the Off Topic Forum.
I have recently run into a scam where there was 1 person selling about 15 camcorders through Ebay. He requested the money Paypal, so I sent it that way two weeks ago. He said he sent it out but could never give a tracking number. Now each of the 15 people are getting replies from him, individually, saying that it was probably lost in the mail and they'd have to wait until the postal insurance comes through before he can issue a refund.
I got nervous on the third day of this transaction because he had inconsitantly lied about too many things over the phone (i.e. shipping method, whether he was going to be out of town, some B.S. about a warehouse, etc...) and that he had refused to use i-Escrow for another Bidder, so I put in a complaint into Paypal. I was wondering if they locked any of the money out of his account, because apparently he said to another Bidder that he's already drained the account and there's no use in filing a paypal complaint. I see that this @$$hole has two private auctions listed for $7K items and is no longer using Paypal, though previously it has been his only requested method of payment.

Can someone please give me an overview of what happens the moment I filed the complaint? Plus, anyone here know how to get in contact with the FBI? I've been doing my best to alert other buyers of his auctions... but this guy won't give up selling things he doesn't have. Thanks

FBI stands for "Federal Bureau of Investigation", and certainly they are listed in your phone book.

Have you notified ebay safeharbor?

Just to make sure, you have his phone number right? Contact him and tell him that you will be contacting the police if you do not receive the camera by a certain date. Also, send certified mail to this effect.

If you are 100% sure you are not getting your item. take a direct approach and contact the authorities in his area immediately. Continue to work together with all bidders to get your money back. Have each bidders information at hand when you speak to the police. The quicker you move the better since that money might be gone if it is not already.
