Help! Really weird downloading problem since upgrading PC

I just upgraded from a V5500AGP to a Visiontek GF3ti200. System was before (and still is) super stable, no problems in that regard. However, I noticed something really strange with my download speeds since I upgraded.

I have a Telus 1.5MB DSL line. It has always been up until now super fast, no problems before. However, since I re-installed Windows (I did a reformat when I put in the GF3) my "downloading" has been absolutely terrible. I can browse the net really fast, but whenever I try to download a program from anywhere, my speeds absolutely go to crap. It didn't click in until just now that this has only happened since I put in the GF3 and re-installed Win98SE. I have re-installed windows many, many times and never had this problem before.

Basically, when I try to download anything (even the windows updates from MS) it takes FOREVER. I thought something may have screwed-up installing windows, so I did it again, same thing. My DSL reports speed test says everything is fine (1.3MB down/400up) but I cannot even grab a 1 megabyte file without problems... its like it "starts" to download a bit and then just sits there. Its terrible. Can anyone give any ideas as to what could be wrong? I know it sounds strange that its just since the Video card has been installed, but as I mentioned, I have re-installed windows dozens of times and never had anything like this happen. All the drivers I have used for the system are the same EXCEPT I am using the Nvidia card now instead of the Voodoo (so, I obviously have different video drivers now).

Windows is usually optimized for a regular dialup modem connection. There are network settings like Max MTU, black hole discovery and others which have a great impact on downloading speed. I'm pretty sure Windows XP changes these settings depending on your type of connection.

There are many programs out there that will automatically fine-tune these settings (they are not available from the network settings panel). Modem Max, Modem Tweak and some others... Just search the Web for something along the lines of "speed up internet connection".

You can download and install more than one, they won't conflict with one another.
