Help: Quiet PCI-Express Video Card

Building a new machine for the missus and everything was going so smoothly untill I was sent the wrong card from Monarch Computers. After a bit of e-mail corresondance it turns out they arn't getting a restock of the card so I order it from another online store. Two days later I get an e-mail saying that they don't have them anymore.
It's strange because a few weeks ago I could find the card at dozens of different stores via Froogle, Pricewatch, etc. and now NOWHERE!
The card I'm speaking of is the Sapphire X700 Pro Toxic (a factory OCed X700 Pro with 128MB of very lowlatency memory and an Arctic Cooler HSF).
Well now I need another card to fit the bill and I was hoping everyone here could share their expertise.

The machine is all purchased and assembled except for the video card.
Pentium D 820 CPU
Intel D945PSN Mobo
1GB Corsair Twin2X1024-5400C4 (DDR2-667)
Hitachi 7K80 SATA-II HDD
Plextor PX-716SA SATA DVDR
Antec Sonata II Case
Antec SmartPower 450W PSU

It's primary use will be day to day web browsing with lots of photoshopping and multimedia playback with occasional Half-Life 2 and Warcraft III play.
My original choice of the Sapphire X700 Pro Toxic cost $141 shipped from the first store and only $123 shipped the second try but now nobody has them in stock.
Altogether I've spent about $450 on exerything except the video card.

I'd like a respectable PCI Express video card that will operate nice and quiet and not spend more than $160 (a total machine cost of $600).

The price on the X700 Toxic at JNCS is WAY over the top, I found it at a few places in the $200+ range but that's just dumb.
That X800GTO is a good find but after I add in the Arctic Cooler I'm a bit over what I intended to spend.
Thanks for linking the X700 Toxic refurb! That's probably what I'll be doing if no one else has any quiet $160-range suggestions.

If you are willing to spend just a few bucks more this one would be my pick http://www.newegg.com/Product/Product.asp?Item=N82E16814161143R.For the extra 20.00 it would be worth it i think i guess these are your options you can find a passive cooled 6600gt but from what i have heard the are not that great.You can buy the cheapest x800gto unlock the pipes if possible and have a great card for around 130.00 and and put a silencer on it which would bring you up to just over 150.00 ,or get the x800xl .By the way what is your definition of loud we all have different views of that i have had a 6800gt ,x850xt,and now 2x7800gt's and i dont think any of them have been loud currenty my case fans are louder than my card fans evga co edition 7800gt well hope ive helped some

Yes you can but its the cheapest x800xl i could find for anywhere near what he wants to spend and it just happend to have the cooler on it .Any way I also heard that the toxic card takes up 3 slots i have never seen one but some of the reviews say it takes up alot of room something to think about before buying the card too :)

That HIS X800XL may just do the trick! The HSF looks similar to the Arctic Cooler; is it known for being about as quiet?
Unfortunately it's hard for me to describe how quiet I'd like this machine to be - I'm saying "quiet" relative to my wifes current machine which has an audible hum that she hates.
How is HIS for quality? (I've never really looked into 3rd party ATi stuff untill just recently)

Alright, well I read a few reviews around the net and I think the HIS X800XL is gonna work out great (I'm putting the order in now).
